Voting Question: Why is gaming ruled illegal at the Alabama-Coushatta Indian Reservation in Texas?

Why is gaming allowed at the Lucky Eagle Casino in the Texas Kickapoo Indian Reservation near Eagle Pass, TX; yet it is not allowed at the Alabama-Coushatta Reservation in East Texas near Livingston? Seems like a double standard, doesn't seem right. Anyone have the answer? The Alabama-Coushatta tribe opened up a casino in 2001 and it was open for 9 months before the govt. shut it down...yet the casino on the Kickapoo reservation is still open and operating.
